Seriously though, if you want to jump right on in without having to grind through ten years of previous story (there is a story to this game series, right?) then check out IGN's exhaustively researched but wildly entertaining "History of Grand Theft Auto".
And if you'd like to play the original Grand Theft Auto (along with Grand Theft Auto 2) and see how it all began, Rockstar Games has made it available as a free download.
Actually, Mr. Knight, you don't have to play the other games first before playing GTA IV, they're all pretty much stand alone games, but you should definately play GTA III, Vice City, and San Andreas, some of the characters you meet during the games are pretty wacked out, especially in Vice City and San Andreas. You should definately play them on a PlayStation 2, since that's what they were designed for, but if you don't have one, then the PC versions will suffice. lol.
